PCQ aims to develop between five and seven facilities into a sustainable network of modern primary health care centres. With a modest initial investment each PHC will be developed to a minimum quality standard with the aim of creating a chain that in its totality offers a range of services that many secondary centres cannot match.

A central part of this project is to continually engage with the community to foster ownership and patronage. A community liaison committee will be part of the oversight mechanism for each facility.
PCQ will forge strong links with existing community structures such as CDAs and other voluntary or occupation-based groups.
We intend to implement home visiting services with the aim of restoring such services as a normal part of PHC provision.
High-quality health care can be defined as:
providing the right care, at the right time, in a coordinated way, responding to the service users’ needs and preferences, while minimizing harm and resource waste.
The pursuit of quality must result in improved outcomes if it is to be worthwhile..
Quality at the PHC level has drifted downwards over time resulting in a general acceptance that this is where the lowest quality of healthcare is to be found.
PCQ aims to reverse this trend.

Our bespoke administrative software will be cloud-based. Each clinic will have access to run its affairs but there will also be central access for supervision, centralised administrative tasks, eg Inventory management, Procurement, Training, telemedicine, and to enable efficient deployment of shared resources.
It will also be used for administration of our health financing solutions and for improved comunication with enrolled clients.
Providing the quality and rang of services will require significant resources. Therefore responsive and affordable financing to enable our community members to afford healthcare will be a key element of PCQ's sustainability.
This project aims to develop at least three alternative solutions and to study the acceptability, and impact on the affordability of access to heath services.
This research will deliver a major output of the PCQ project which is to accurately estimate the cost of providing a quality benefit package. at the PHC level.
